央視新聞12月25日消息，父母沒有雙亡，但家庭沒有能力或沒有意愿撫養(yǎng)的兒童，均屬于“事實無人撫養(yǎng)兒童”，即通常所說的事實孤兒。據(jù)不完全統(tǒng)計，事實孤兒在全國有50萬名左右。因名義上父、母尚在，事實孤兒難以獲得與孤兒相同的保障，為解決這一困境，在多部門的聯(lián)合推動下，相關國家政策逐步出臺，從2020年1月1日開始，全國所有事實孤兒將全面納入保障范圍。

According to incomplete statistics, in fact there are about 500,000 orphans in the country. Because the nominal father and mother are still there, the fact that orphans cannot obtain the same guarantees as orphans. To solve this dilemma, with the joint promotion of multiple departments, relevant national policies have been gradually introduced. Starting from January 1, 2020, all nationwide De facto orphans will be fully covered.
