The only thing not included : the cost to buy or adopt the animal.
The question still is who would qualify for this? What if your pet,is, say, penny here, a dumbo rat. Would you get the full tax credits? What the bill specifies is for domesticated animals but legislature might wanna be a little bit more specific about exactly what that means.

John Couch here thinks this bill is bull. The way I look at it is, if they can't afford the pet they shouldn't have the pet. He worries about hoarding animals just to get a break. She is skeptical though that it'll actually happen.
