人社部就《城鄉(xiāng)養(yǎng)老保險(xiǎn)制度銜接暫行辦法》公開(kāi)征求意見(jiàn)，《辦法》提出，我國(guó)職工養(yǎng)老保險(xiǎn)、新農(nóng)保以及城鎮(zhèn)居民養(yǎng)老保險(xiǎn)將實(shí)現(xiàn)銜接轉(zhuǎn)換，繳費(fèi)年限也將明確換算辦法。

　　The draft regulation was released on Monday by the Ministry of Human Resources and Social Security to ensure conditional transfers of the country's three types of social endowment insurances and to benefit the potential 750 million residents who joined at least one of the three programs.

　　人社部周一發(fā)布的辦法草案是為了確保我國(guó)三種不同養(yǎng)老保險(xiǎn)體系可有條件轉(zhuǎn)換，以惠及7.5億參保人員。

　　Endowment insurance就是“養(yǎng)老保險(xiǎn)”，我國(guó)有三種不同的養(yǎng)老保險(xiǎn)體系，分別為basic endowment insurance for the urban working group（城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)）、new rural social endowment insurance for rural residents（新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)），以及social endowment insurance for non-working urban residents（針對(duì)城鎮(zhèn)無(wú)業(yè)人員的社會(huì)養(yǎng)老保險(xiǎn)）。三個(gè)體系中的premium（繳費(fèi)）和領(lǐng)到的pension（養(yǎng)老金）也有所不同。

　　《辦法》提出，只要繳費(fèi)滿(mǎn)15年，參保人員無(wú)論是從新農(nóng)保或城居保轉(zhuǎn)入職保，還是從職保轉(zhuǎn)入新農(nóng)保或城居保，都將個(gè)人賬戶(hù)（individual accounts）全部?jī)?chǔ)存額隨同轉(zhuǎn)移，包括government subsidies（政府補(bǔ)貼）。

　　我們平時(shí)所說(shuō)的“五險(xiǎn)一金”除了endowment insurance（養(yǎng)老保險(xiǎn)）外，還有medical insurance（醫(yī)療保險(xiǎn)）、unemployment insurance （失業(yè)保險(xiǎn) ）、employment injury insurance （工傷保險(xiǎn) ）、maternity insurance （生育保險(xiǎn)），以及 housing fund （住房公積金）。
